My 7 week old Cairn Terrier (Toto dog) had his first set of shots 5 days ago. He weighes approximately 4 lbs. I noticed a bump at his front left sholder. He does not seem to walking odd. Could this be from his shots, even if the bump is about an inch away from the injection point?

Yes, the vaccine could have left the bump. Your vet should be willing to check it for you without charging you. Most vaccine reaction bumps are not painful and go away in 2-3 weeks. I'd call your vet and ask.

Yes it is just a tender knot (they can be a little painful) and it will go away on its own without treatment, but it can take a couple of weeks. If it has not gone away by the time you take your pup in for the next series of shots have your vet take a look.

Yes. I would give your vet a call though. There is never a dumb question about your dog and you might as well be assured that everything is alright.
