For exactly the same reason you can't drive your car there, or even a 5 tonne lorry.
Motor vehicles go on the road, and pedestrians on the footpath.
Fun fact:
Technically, in Britain, it is illegal to push a pram down the footpath because it is a handcart, and therefore a vehicle. I can't imagine it ever being enforced though.
