OKAY! for you people who say that i should give up on him. that would just make me a loser. you don't know me. at all. but you should know this. when i like someone. i don't give up on them until they answer me themselves. if it's a no. i can take it. if it's a yes. that's awesome.
but nobody can tell me that i should give up. when i didn't try my best.

He might have forgotten or maybe just didnt believe it. Try talking to him or ask a friend to see whats going on. If he gives a reason then just wait if not he is probably not interested.

Move on. He's had three weeks to respond (way too much time, IMO) and if he's not going to be thoughtful enough to give you an answer (even if it's a no), he's not worth your time.
Here's a piece of advice: Don't bow down to men. Don't give them too many chances. Whether you've just met him or if you've known him for 20 years, one chance is enough and if he can't give you a "yes" or a "no", almost instantaneously, then find someone else. Because the most important quality that any man can have is confidence. And if he doesn't have that, get over him. If you follow this piece of advice you'll find the right guy without the years of heartbreak and frusteration.

Move on sweetie. If he happens to come back to you with a yes and you're still interested then go for it. If he comes back with a no the you would have already moved on and can say oh that's ok. You will be so glad if you did. Good luck though.

As the guy from Sex in the City says "he's just not that into you". 3 weeks is a long time to wait and I wouldn't pursue it any more. That makes it look like you are desperate. If you happen to fun into him though?

Move on sweetie, he 's doesn't want to go out with u if he did he would have called u back a long time ago. So move on to other guys and things.
