Start dieting and exercising. Unfortunately, you can't spot reduce, so if you want to lose weight in a specific area, you have to lose it everywhere else.

You need aerobic exercise to burn calories as well as anaerobic to work on your abs. Just doing crunches won't help, you'll only develop the abs underneath the layer of fat, which you need to get rid of first.
