If you have a lot of energy and want a smart dog get a Boxer or a Boston Terrier. If you want a lap dog a Chihuahua is good.

That all depends on you. The best dog for me is probably not the best dog for you and vice versa.
What are you looking for in a dog? How much time are you willing to spend on activating and grooming the dog? Do you want a watch dog? A guard dog? An easy to train dog? An intelligent dog? A dog that's friendly with strangers or rather aloof? A dog that gets along with other animals? Etc. etc.
Once you've decided what type of dog will suit your needs, you can start studying the different breeds. I always recommend people to look at what the breed was originally used for. That should give you a pretty good idea of what to expect. For example sight-hounds like Afghans might not be the best choice if you have small pets in the house that the dog could perceive as prey. Or getting a herding dog such as a Border Collie, if you can only offer it one hour activation a day.

It really depends on you, each breed should be unique to the person and fitting personalities and lifestyles. You wouldn't want a jack russell with a couch potato that never leaves the house. Someone that wants a running companion shouldn't get an English Mastiff.
Even when getting a dog from the pound you should ask and see what type of mix it is, make sure you know the dogs type first then decide.

Well there is no 'best' dog but I do have a personal favorite.
The Basset Hound. Bassets have a huge soft spot in my heart...I've had one since the age of 5.
Right now I have a 9 yr old Basset, a 3 yr old basset and just today I went out and got a Basset Hound puppy. So now I have three.
They are such loyal dogs. Yeah, sure they're stubborn but when they know you need them they are 100% focused on what you need. And its a really great thing.
Also, they're hilarious. One look at one and you've got yourself laughing. Their long ears, drooping skin, short legs, and big eyes could make anyone smile. They are always clowning around to get your attention and can make any day bright.

Honestly, a mutt from the pound. But if you'd rather have a dog that is a pedigree go with a lab. Labs are loving but large. If you want a smaller dog a hound dog of some sort is always a good choice. Bassets are smaller but very loving. Great for families.

That's really too broad of a question. It depends on what you are looking for in your pet. A companion. Protection. The smaller dogs are cute to look at but many bark a lot and require a lot of attention. I just got a Golden Retriever nine months ago and they're very trainable and make good "friends". Good luck.

One from a pound, shelter or rescue. Mix-breeds or mutts can be really great dogs. If you did get a mutt, then your dog will be unique. There aren't many other dogs that will look just like your dog. Of course dogs from a good breeder can be wonderful pets as well. But if you go to a rescue, you will be saving one. Also, mutts aren't as prone to hereditary and congenital diseases as purebreds.
