it all depends on what state your in, if she is still living with her parents as a dependent, is she still going to school?
You need to call your local enforcement and ask them what the legal age of consent is. some places are 16 and some places are 15. You might want to ask them also what kind of charges can be brought up on the 23 year old.

Yes, that is against the law. Even if he wasn't 23 but was 17 and she was 13, it would still be against the law. If he is arrested and sent to trial he will go to jail because that is statutory rape!

Well,it really depends by the state law-Some allow 16+ Like here in GA,other is 18+(Like in most states)

It depends on the area. In a lot of places 16 is considered the age of consent. You would need to check with the local police dept. in your area.

Not only can he, but he shouldbe and your parents shouold be infromed that they are crappy parents for allowing this to happen.One other old fashioned alternative is a "shot gun wedding" which I'd comply with instead of a jail sentence.

Yes its possible im not familiar with the laws in your town or city but yes legally yes even if it was consentual sex hes looking at some possible legal problems especially because when the birth certifcate shows his name and age ...are your parents as concerned as you ?

Not in the UK and some other countries, Australia is one of them I believe. There the age of consent is 16.
