He is not eating, he's anxious and sniffing at the females rear ends. I know he can smell them in heat and he's not fixed. Does that change his eating habits and behaviour?

YES.... he will starve himself not to death but by gosh let him get him some or take the source of his discomfort away or neuter him .. he will also get more aggressive at people other dogs etc ...

Yes, having an intact male chasing around intact females is going to modify its behavior. My question is: why is he not neutered and why aren't the females spayed? This is irresponsible dog ownership. Obviously you know little about dog behavior. This what creates the dog and cat over population that is mostly dealt with by euthanizing animals. If you are not a responsible breeder your pet dogs should be neutered before they become sexually active. The state of California is considering a law to require that all dogs four months and older be neutered except if you are a licensed breeder. The city of Los Angeles is going to adopt that law as a local ordinance if the state law does not pass.

It most certainly will. You must keep him away from any females if you do not wany pups.
Males get very intent on mating if there is a female in heat very close by.
