It really depends on how well you know them. If they're practically a stranger, that is a matter for HR to deal with. As another user said your manager should call a meeting about personal hygiene. If it is a friend or acquaintace, however, you can deal with them more directly. In a casual manner when you happen to be close to them, say "I've noticed you don't seem to smell as fresh today, have you switched deoderants?" That's a polite way to go about it. Also maybe reccommend a good deoderant and offer cologne or body splash if you have any on you. He or she may be a tad embarassed, but I'm sure they'll be happy you told them.

This is a really good question and I couldn't help but laugh when I read it. This had nothing to do with the question itself, but I laughed because of what it made me think of.
I had a college roommate who had some very interesting body odor. I'm not sure what caused it, but I would just be sitting at my desk and I would say something like, "hey, have you tried that new deoderant they have in stores now? I've heard good things about it. I think it could really help people who have [odor problem here]." Or, I would say something like, "Ugh. I just got back from running and I hate that [odor descriptive word here] smell after you work out. You know what I mean? That's why I like this tea tree oil shampoo so much. It really works."
I am laughing right now because I probably sounded just like a beauty product infomercial. It sounds sort of silly, but it has worked most of the time. Personally, I think it is easier to get guys to change their hygiene habits than it is to get girls to change.

This is where informal communication comes in to play as a manger.
You do not want to tell the guy he smell like a camel *** nor do you want to be sue-ed. What are you to do? wright it on the bathroom wall, when other read it say hey we can not do this stuff hear at the company and then tell the guy better wacth it some one think you stink and you can balm some co worker that you will try to figure out who did it and they will be fired, needless to say you never catch the guy.

I don't think there is a way. Maybe you could bring up the subject of a new deoderant, soap, fragrance, or something along those lines, and see if the opportunity presents itself to recommend to the co-worker that he try the product, or you could just be like a lot of the rude folks out there and just blurt out that he's smellin' pretty rank.......just a touchy subject.......

There is no good way to do this yourself. Go to the boss, supervisor, or manager and inform him of the problem. A truly bad odor at work is generally considered a health problem and I can't think of a supervisor that wouldn't feel the need to deal with this problem.

Go to your supervisor confidentially and tell him/her of the problem.
Chances are they will call a meeting of all the workers and will advise all of them on personal hygiene issues. If this doesn't work, you may have to bring air freshener spray to work with you and casually spray the area where you work (as needed)

I think politically no one cares. But you could complain to the BOSS about the odorifically challenged, They usually are trained to deal with problems like this and can take the person aside and deal with it privately.

Send an anonymous package to the offensive, containing anti-perspirant, colonge and/or body spray, a bar of soap, maybe some shampoo.
Maybe include a little note that says, "Someone(no names) is offended by your smell. Please use these items daily before you come to work. Thanks."
