photoshop help?

every time i try to download photoshop i get this message:

i dont know what it means. can anyone help me so i can download photoshop?

Well, you need to upgrade to Windows Service Pack 2 to be able to install this, or Vista if your machine is capable.

Also, it says you need to make sure that Internet Explorer is closed before it can install.
