They already do in each state; the fbi only tracks people with special security clearance or those who are convicted/suspected criminals, those affialiated with the aforementioned, special interest (back in the day black panthers now terrorists) and anyone else of interest. Some will claim that these networks are not linked but i dont buy it! if they can issue an amber alert across the states they can issue a warrant call across states

They already do, along with a finger print. I live in Oklahoma, and they keep a picture ID of you, your index finger, and whether or not you want to be an organ donor on file. Doesn't bother me a bit. When you get your driver's license they also ask you if you would like to sign up to be a registered voter. Having done work in the public sector, I've noticed some States just put the bare minimum stuff on their drivers' license's. I think that's a bad idea. It makes it so anyone can get a license.

Do you assume there is NOT a copy of your license on file now? When the officer on patrol calls in with your name and date of birth, the return is that you have a valid class C number, number whatever, restricted that you must wear corrective lenses, no flags, no wants, no warrants, does have previous traffic. Where do you think that information comes from? The data base the government keeps of your license.

you should not give your identification ... you can show him your ID but he does not require a copy ... maybe print out something with your name and contact information but that is it ... i have been dog sitting/walking for six years and not one person has asked for a copy of my ID ... maybe just politely tell him you are not comfortable with that and ask if there is any information that you can SHOW him ... and with just your drivers license, an identity can be stolen ... and if you are young and have no credit, with just that drivers license that person could get tons of credit cards in your name to his address and you would have no idea until you wanted to access your own credit ...

Our government, the state of Pennsylvania, keeps drivers' license records on file for an indefinite period. These are public records. The US government has access to them. It is OK with me.
