Many communities have "Open Container Laws" where you can be ticketed if you are walking down the street drinking from any kind of open beverage container, like a bottle of beer.

If you keep it in the bag you bought it in, its usually permissible (or at least you will be less likely to get ticketed).

Because the liquor stores use these brown bags. Most people keep them in the brown bags so other people don't know what they are drinking and use it as a form of concealment

generally the drink would come in a paper bag in the store. the drinker will keep it in the bag to "mask" the drink to others. thats what I do when im driving or at the movies. LOL kidding.

Becuase they're embarassed to be seen drinking crappy stuff.

Also, it's usually illegal to drink in public so it's a weak way of hiding what they're drinking.
