It's a lawn business, his workers go to homes and do their yards, and then bring all the debris back to his house. They throw it into a huge, noisy metal bin at 6:30am. He needs to be doing this BS in a business zone, not a residental one. It doesn't seem like a police matter. What agency do I call to report him?

I don't have a problem with him feeding his family, I have a problem with him running a BUSINESS in a RESIDENTIAL zone where people live. He is a white dude who works a regular job during the day while his workers work out of his house.
To the twit saying "I hate neighbors like you" the thing is, I'm very quiet and I DO mind my own business, as well as help people look for missing cats and such. It's only when some jagoff is doing HEAVY WORK outside my window at 6:30am that makes it my business. If he lived in Idaho with a 5 square mile potato field around his house, he could be as loud as he wants. My kids aren't going to lose sleep just so some guy can save a buck working his 2nd job from his house.

This is a police matter. It doesn't sound like you really care about the illegal workers, or the zoning, it's the noise at 6:30 in the morning, right?
I bet you really don't know the legal status of the workers, and haven't looked at the particulars of the Zoning regulations.
So call the police just about the noise. It's the real problem, and it can be remedied easily. And it can be easily explained to police.
Put the police department on speed dial, and next time "Noisy Metal Bin, inc." wakes you up, give the police a call. And don't worry about the rest. When the police show up, they will know the zoning and employment rules, and they DO know what agency to contact.

Yeah, this kind of crap would make me mad too. Good ideas here on contacting the city and checking zoning, etc, and if he can even legally run his business from home.
To all you naysayers out there, I suppose you wouldn't report illegal drug deals either? You're the kind of neighbor I don't want, you won't look out for yourself or your neighbor.
As far as illegals working, heck yeah report it! And keep reporting it!
Agreed, this is the work that used to be done by teenagers.
For all of you that just want to "give them a break, they're just trying to make a living", that's a load of exrement. OK, maybe he is, but if he's hiring illegals and he's legal, then he should be shut down, fined, and have the book thrown at him. And the illegals deported.
Of course that's probably not going to happen yet, but the day is coming, mark my words.
The next President, and the next Congress will hopefully buckle down and build the damn fence already, and start deporting illegals. IT IS HIGH TIME FOR THIS TO END!

You need to contact code enforcement or community development for your area. This is the deprtment that enforces your communties zoning ordinances.
Based on your post, you can ask if he has a business license for your area, if not you can report hm for that. All he will have to is fill out some paperwork and pay the fee.
As for the debris, that would fall under public nuisance. Code enforcement will go to his house, issue him a citation, and give him time to clean it up, if he doesn't comply there are other legal avenues they can pursue to bring him into compliance.
It will be a hassle for him, but at the same time you have the right to not put up with that.

Perhaps the zoning authority or building inspector.
I was just at my local zoning office to apply for a permit and there was a guy wearing some kind of public safety uniform who was talking about a case he was called in on involving an unapproved business operating out of a residential neighborhood.

look up your local police station, call them, and also try to find the number for the most local office of ICE (immigration and customs enforcement) or IBureau of U.S. Citizenship and Immigration Services (USCIS) the former INS (immigration and naturalization service)
