If so, what are they? How do we measure the effectiveness of these policies?

No. The terrorists that hijacked the planes on 9-11 were middle class. The Oklahoma City bombers were middle class. The top terrorists are/were multi millionares. There can be no carrots given to prevent terrorist attacks.

I can only think of one, assassination. It must be covert and there is no rule of law involved. Even those performing the deed must do so in secret. Because of that even those assassinated must be ignored publicly and hence no measurement of effectiveness is possible.

Between people hating war, respecting the terrorists, hating Bush, not trusting the government unless it is a perjurer in the White House, well you get the idea. It would NEVER be accepted in the USA. Even spies are hardly accepted, especially by those with liberal leanings. Many of these people blame the US for all of this and the only acceptable action is blowing up an aspirin factory and killing a janitor or no action at all. That would be, just take it, accept the death of thousands of civilians and do nothing.

We will be returning to that status in a year and a half. That is sooner than you think.

No, there are no other means. Terrorists are military organizations determined to kill, whether it be political opponents or innocent people. In response to the other answers, if we could assassinate the terrorists we wouldn't be fighting against them right now. And financial shutdown is a wartime strategy. Terrorists consider their target an enemy that is to be eliminated at all costs and will do anything to accomplish this goal. To defend against such a threat, we need to wage war against the terrorists with the same amount of force.

Well in Lebanon the assistant Military Attache had his wife kidnapped in the late 1970's in three days the senior member of the faction that carried out the kidnapping had the heads of every member of his family mailed to him. The Russian lady was returned to her home immediately with apologies. No Soviet official or family member was ever bothered again.

Seems to me this would work well.

Also the Koran says no male who has been altered (castrated) may enter Paradise. Altering all known terrorist supporters might work well.

There is at least one other method and it is used in concert with military action. Financial shutdown. The terrorists need money to operate. We've done a pretty good job of shutting down businesses within the U.S. and abroad (with the help of our allies) that support terrorists.

That's just one prong of the attack. However, nothing says "NO" to a terrorists like a bullet in his forehead!

I don't know if military action is the right solution. Killing those who are innocent accidentally in military conflict creates more terrorists as is proved by the Iraq war. I think infiltration and strategic bombing are probably the most precise way of ending radical Isalmic terrorists. Also we must stop the exploitation of these countries.

I'd say that you may be able to remove the motivation for people to become terrorists through things like economic redevelopment.

I think all you pansies need to invite them over for dinner. I am sure that you could reason with them, sort out their conflicts with their fathers, as solve world hunger in your spare time.

They want to kill you and your whole familiy, literally for no reasonable reason. I am sure though you can work it all out.

Those gosh drarn terrorists are just misunderstood and if we stand up and fight them, we will never solve anything, will we?

if they are willing to strap bombs on themselves and their children, they are obviously not at the point in which they feel they can compromise for a mutually agreeable position. they are fanatics and will stop at nothing till the great satan is destroyed, and the caliphate is restored.
