once you get to the tax lien stage things have long sense gotten out of hand. If you are prepared to pay what you owe in full you may be able to negotiate our of some of the penalty by contacting the IRS.

No chance on that one! The states take a VERY dim view of misappropriation of sales tax funds. The money was never yours in the first place.

Not likely, however you would want to talk to your state's department of revenue (or taxation) to determine if any arrangements could be made at this point.
