The Metropolitan Musuem of Art http://www.metmuseum.org is one of the best in the world and its admission fee is a suggested amount so you can walk up and pay a buck or two to get in and see the fabulous collection.
Central park is right there and is a great place to walk through and enjoy a picnic lunch in and people watch. In the summer there are concerts and operas performed in the park that draw thousands of people. http://www.centralparknyc.org/activities/specialevents?o5103177=
If your dying to try a fancier New York restaurant go for lunch rather than dinner, it will be cheaper. Same with drinks, happy hours will be much cheaper.
The National Museum of the Native American http://www.si.edu/nmai/ is downtown near the Staten Island ferry and is free because it is a smithsonian museum.
The Staten Island Ferry is the best view of the Statue of Liberty since it has perspective and is free. The Brooklyn Bridge is also a great place to walk for some views.
The Sony Wonderlab is free and neat. http://www.sonywondertechlab.com
The New York Public Library http://www.nypl.org has exhibitions and is in a great building. Plus it is in Bryant Park which is a great place to have lunch or take a break. It has outdoor films on Monday nights that are free (get there early for a spot on the lawn).
If there is a particular neighborhood that you would like to disvcover you should sign up for a Big Apple Greeter's tour at http://www.bigapplegreeter.org they are free and match you up with a local who will give you the skinny on a neighborhood.
There is tons of stuff to do in New York with little money, you just have to get creative and prioritize your expenditures.

As the others said... Central Park, Ground Zero, there are circle liner boats that go around the island. Visit Little Italy and 5th ave.
The empire state building has the greatest view

The staten island ferry is free and it goes right by the statue of liberty. Also, central park is free for the most part.

walk around central park, go to wall st, take south ferry to staten island and back - the view of manhattan is just amazing and also you get to see statue of liberty closer. when it gets dark you can take Q or N train to brooklyn and back - it goes over bridge and the view of the city is really pretty. go to chinatown. on saturdays (i think) there is a farmers market in union square during the day and you can get all kinds of tasty things there. go to times square, it prettier when it gets dark.

Grimaldi's Pizza in Brooklyn. Great food and awsome atmosphere. Then over to the ice cream place and the water to get one of the best views of manhattan.
