Stop using China for cheap labor. Stop buying products Made in China. See if we don't BUY stuff from them then they won't need all those factories. Less Factories also use less electricity. This will also help fix the problem that we have with China's currency, and maybe America can regrow our Manufacturing base. The U.S. CAN'T compete with China. Between the currency manipulation and cheap labor even at minimum wage our workers can't compete with how little they make over there. So see we could solve a bunch of problems with China all at once. As to India I don't know. I guess if we reduce our emissions to the standard we want their's at then we could threaten sanctions. The thing is we better make sure ours meet the standard we set.

The US can't just tell China to reduce emissions. After all it is US and other wealthy nations that caused this climate problem. The US have to show China that going green could mean making money. There's solar panel company in China that's making load of money. The US probably need to share technology, expert know how to encourage China to make use of it and to help them make money with green technology. China isn't going to say no if it helps them make money.
