Yeah...I would think so! It's a violation of Public Trust,or putting it more mildly-CORRUPTION!

Not if it is a requirement. I understand that there a very specific ways to hand off those bribes in different cultures. Make sure that you know the proper etiquette for the situation in the country that you are visiting.
