Meet up a spouse of a naval personnel and get them to escort you to the dock. Your being there will be a surprise alright but have things plan out for when he gets off of the ship. Contact one of the talk show Host and get a dinner at Ruth Crisp Stake House.( he is on 3 to 6 EDT.)

you will have to find out the bases' guest policy. Typically, they are closed bases, esp. a Sub base, so unless you have an ID, you cannot get on. However, they do make allowances for returning from deployment. If you are on the Ombudsman's list, you will most likely be able to get on the list that the gate guards will that allows you on base when the boat pulls in.

If you know any of the wives of other sailors on the boat (since it's New London, CT I'm assuming he is on a submarine), one of them can get you on base and escort you to the pier.
Also, see if you can find out who the Ombudsman (liason between the Commanding Officer and the crew's families; usually a spouse of an enlisted crewmember ) for the command is, and she can also help you, and probably get you on the list for base access on the day of the homecoming.
You will need to show ID to get on base even though you are escorted.
Edit - gunplumber_462, I like the way you think! That was done to one of my shipmates by his girlfriend on our return to homeport; he looked like he was about to swim back to Scotland when he saw what he thought was her pregnant!

If he has a sense of humor, a well padded maternity outfit would do the trick. Otherwise go with Ben's suggestion.

Long silky straight hair (even if a wig) and long silky smooth dress with nothing on underneath - not a see through, though.

You should be able to get there.
And he probably will not care about any 'surprise' - seeing you there will be enough.
