Your Question barely makes sense. First in an organization, or a question of seniority between the two? The two won't be found working with each other except in very, very select instances.
An Army Captain is an O-3, usually a Company Commander.
A Navy Captain is an O-6, a full bird, the equivalent of an Army full Colonel.

An army captain would come first. Naval ranks are completely different from the other three services. A captain in the Navy would be the equivilant of a Colonel in the other braches. An army captain is the equivilant to a navy lieutenant.

I believe he's asking what came first, the Army's captain rank or the Navy's captain rank....the answer is, the Army's. The captain rank in regards to army forces dates back to Roman times, possibly before.....the Navy didn't start until around the 1300's, when the Royal Navy used it. Before that, the leader of a ship was known as a 'master', not captain.......
