watching movie burned to dvd in TV will be small screen like watching with monitor.
How to resize the movie to full screen TV watching with DVD player

The aspect ratio spec for a DVD movie is 720x480.
So, when you burn a lower res. picture the program will automatically scale it to 720x480. Then the TV will display it in full screen.
