Because Bush never said we won the war.

Bush said major ground combat was over.

And it was over,

There have been no major division level combat actions since then.

Bush never said that the war was over. He said mission accomplished. That was the news medias spin on it. The mission was to take Baghdad and dispose Saddam. The mission was met. Now the mission has changed to setting up the Iraqis to where they can defend their selves. Now where did Bush lie to the American people? If you say that he lied to get us into the war; then Clinton lied too in 1998 along with the rest of the Democrats. The only then of it is that the terrorist was at war with us and Clinton did nothing about it but sweep it under the rug and ran away from it. Just like he did when he was drafted.

he never said we won the war. he said we have accomplished some earlier missions. there is more happening over there than soldiers getting killed (i've been there), we just don't hear much about it because hearing any good news about iraq is politically incorrect. we'd lose less soldiers & end up saving more innocent iraqis if it weren't for the asinine rules of engagement
