5 by 5 = loud and clear...

this is a scale from 1 to 5

the first number indicates signal strength

second number indicates signal quality

It's an indication of signal strength and intelligibility. So 5 5 is excellent signal strength and perfect intelligibility. 5 by 3 would be you're a bit weak but I understand everything. 4 by 2 would be you are weak and I only understand your transmission with difficulty etc.

where did you hear it? Usually 5 by 5 or other things like refers to a measurement of something, that's all i can think of.

In Radio lingo - "read you five by five"

means you can hear the other party with good reception
