she is very good at run and is the best at her primary school (including most or all of the boys.)
I am thinking about asking her if she would like to.
or is 11 still to young.

If she is your friend and she enjoys running and you can afford it sure. Make sure she has fun. Do not put pressure on someone this young. The focus on sports for children is to enjoy what they are doing so they will do something for the rest of their lives. What do her parents think? Do they support her running or her trying new things?

well if she's good then she's probably talented then. it's all right to support her (what's there to lose since you're being PAID to support her?) but i suggest letting her enjoy the activity a little more than to push her. there are plenty of scenarios of prospective kids all up and coming but burn out even before they hit their peak

eventually they end up losing interest and everything goes down the drain.

if she loves it, support it!!!! I don't think 11 years old is too young, if there is a definite passion there for it then by all means go for it and never look back!
