I'll break down a couple things you can do get your computer working the way it was originally. If you using your computer for normal stuff and not gaming. You got a good setup. You don't need more RAM you just need to perform a few maintenance task.

First, if you haven't cleaned your registry in a while. This is necessary. Your registry holds all the information regarding updates, installs, un-installs etc. Each one of those events has
a key. and that key need your PC's resources. So, if you should clean this up. Do a registry scan if you got more than 20 errors you should clean it.

2. Clear your Windows cache files, this your temporary file. It can grow up to a large volume and stop your computer from using RAM properly. In a sense slow it down by preventing it from using free space.

3. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig.

Other great tip is increasing your virtual memory to simulate more RAM. This will give you a bit more resources for multiple program use or CPU heavy programs. Check the link to alter your virtual memory spec.

Hope this link helps. Shows you how to do everything step by step. You should get a least 30% more resources and speed
if you follow the tips.

The steps given below is only to speed up ur system during the boot up process and shut down process.
1. Start the Registry Editor

2. HKEY_CURRENT_USER \ Control Panel \ Desktop \

3. Right-click the String Value MenuShowDelay, and select Modify

4. Change the Value data (0 is fast, 400 is default. These are all in miliseconds)

5. When ready, press OK and close the registry editor

6. Log off, or restart Windows for the changes to take effect

Automatically kill programs at shutdown

Simply navigate to the HKEY_CURRENT_USERControl PanelDesktop directory in the Registry, then alter the key AutoEndTasks to the value 1.

2 ) Shut down faster

By altering a few registry settings, you can dramatically decrease the amount of time it takes for Windows to shut down. To do this, first open up the registry editor and navigate to

3 ) HKEY_CURRENT_USER\Control Panel\Desktop\

Once there, find the value HungAppTimeout and make sure it is set to 5000 (that's the default). Now, in the same folder, look for the value WaitToKillAppTimeout. Set this to 4000 (the default is 20000).

4.) HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
Set the value of PowerDownAfterShutdown to 1.

Defragment your hard drive. If your OS runs on C:, make more space on C: by moving files to other drives since c: will be used by the OS for swapping files and lack of swap space will slow down pc.
