My Brother-in-law is in USA. And he wants to send his used laptop to me(UK Norwich) worth of $600 by courier. For that do we need to pay any custom duty or VAT? If yes How much we have to pay?

as i understand anything with a value of £145 or greater then duty has to be paid. May sound daft, but it might work out cheaper to get a return flight to the uk from USA and bring lappy in luggage and ooooopppssss lose it !!!

I believe yes to both.
Plainly if he can find someone to take it over in their luggage and 'accidentally' leave it in UK this avoids a lot of aggro ...
