Actually,I mean the person who is a stormcatcher.How do they act to change the direction,reduce the speed,etc ?Is there such a thing at all?

In Oklahoma, we call them storm chasers. They go to where the potential tornados are. They give live video. Their purpose is to tell if the tornado has touched down. None of the current technology shows this.
