Can anyone translate "when there is no wind, row." for me?
I'd like to make a poster for my office of it.

Above is literal correct translation of yr sentence.
I suggest to shorten it ,by keeping the meaning, into
SINE VENTO, REMIGA
that's " without wind,row " !

If you intend this for your whole office, you might be better off using the plural imperative "remigate" rather than the singular.
Hence:
"sine vento, remigate!"
You could even use the jussive subjunctive:
"sine vento, remigemus"; without wind, (let us) row
...which is less of a command.
