It means that in general, you do not work on that day. Whether or not you get paid depends on company policy, but in general, full time jobs with benefits will get paid on the holiday without working, while part time jobs with no benefits (like McDonalds) will not get holiday pay.
Even if a company observes a holiday, it might have its employees work on the holiday. Most jobs will either pay double time or will offer a floating holiday to employees who work on the holiday.
