Sounds something like the Denis Leary Doctrine...
"Shiny happy people holding...hey hey hey hey hey - pull that bus over to the side of the Pretentiousness Turnpike, alright. I want everybody off the bus, I want the Shiny People over here, and the Happy People over there. I represent the angry, gun-toting meat-eating f*ckin' people, alright!"

But beware, O my Brother, for the nature of the people is perverse, and will react against anything laid down upon them as a commandment. The thrill of sin will invest them with a stronger and stronger urge to break free from the demands of doctrine, resulting, ultimately in more preppy, peppy, councy people, rather than fewer.It is the nature of humans and doctrine that if we wish to reduce the number of perky little toerags bouncing around the place, our law should state "Thou Shalt Be Perky Every Moment" - then they will rebel against this order, and we will have done the world a genuine favour.

Religions are simply rules for living our lives morally. Rules made so that we are able to get along with each other - under the threat of eternal damnation or eternal happiness in heaven. Mankind creates political and religious rules - God creates the physical laws. We can choose, whether or not, we wish to obey mankind's rules - but we must obey God's laws (nature's laws) - we have no choice in that area.

THat would not be a commandment, perhaps a doctrine.. if you want it to be a commandment start it out with "thou shalt not be perky"

No. Vanna White has made a good living off of perkiness, and I have no reason to wish her ill. But beware the FSM -- He is a jealous God, and does not brook competition lightly.

Perky can be good for somethings. But personality wise, yeah, perky can be a pain but then so can crabby.
