can anyone tell me why you can't bring a nailfile on board a plane in your hand luggage but they give you a metal knife when you get your meal?

The metal knife in business and first class is like a butter knife. It is hard to actually kill someone with one of those. I know, you are going to say well its hard to kill somebody with a nail file.

That is true, but a terrorist can manipulate a nail file or make a fake nail file that is actually a sharp knife. Rather than slowing down security so that TSA can check every nail file and be 100% sure it is a nail file and not a cleverly concealed knife in the shape of a nail file, they just don't bother to allow it.

I don't mean to sound snobby, but I've flown four business and 1st class round-trip flights internationally from the US in the last year, and on every one of those flights we were given metal knives, forks and spoons. The thing is, terrorists usually fly 1st class, as they are closer to the cockpit and don't really have to worry about paying their credit card bill. So to answer your question, I don't understand a lot of the rules and regulations the TSA implements, but I'm glad they're doing something, and whether it's because of their efforts or not, we haven't had a serious terrorist incident on an airplane since 9/11.

Do they really give you a metal knife when you get your meal? Are you sure? If so, then it would be so you don't choke on your steak. Nails can wait, but when people get hungry and all they have is a plastic knife, they're liable to use it.

I've never seen an airline giving a metal knife to the passengers, but if they did, it probably was not sharp enough to seriously hurt someone.

You are correct about not being allowed to take a nale file on board, but, however i am sorry to say that you are incorrect about the metal knives. Absolutely NO airline would give metal knives with meals.

Nail files are not prohibited, and chances are that your metal knife served with your meal is not a serrated blade.

Nail files and nail clippers are permitted, provided they do not have a knife blade on them.

The TSA's rules have not made sense, do not make sense, nor will they ever make sense. It is just plain paranoia that the TSA has and they are confusing the flying public with these absurd rules. It's almost like they are saying "It's okay if you use our weapons but not your own." It makes no sense. That agency needs to be disbanded.
