It's called flare, caused by off-angle lighting hitting the front of your unshaded lens. This is why you see the pros using long extensions (hoods) on their lenses - to shade the lens from stray light that would cause flare.

Canon owner manuals also say that it can also be "light from the flash reflecting off of dust or insects in the air. This is particularly noticeable when shooting using the wide angle."

I noticed orbs when I used my first digital camera, a pocket camera, at a horse barn. My kids were riding on horses inside a big, dusty barn. The light was dim, so I needed to use my flash. The horses had been kicking up lots of dust, and the flash picked up on that, translating all the dust into millions of bright orbs flying around the horses. So that's all that the orbs are. Light reflecting off of dust.
Either that, or that horse barn was REALLY haunted! But I'm certain it was the dust.
Oh, yeah, it can also be lens flare, like Dr. Sam described.

What everyone else has said. I am a photo lab manager and I have several ghost hunters, so I get to see lots of "orbs". I have photoshopped a cemetery picture I took in Nevada to show one of my most strident of apparition seekers. Not only does it have orbs, but ghostly faces and spirits rising from the grave. Verrrrryyyy impressive!

a reflection in the lens system, some light that got in by mistake. For instance, your flash may cause it, or a sparkle, or any off-axis light intrusion that doesn't focus directly on the film or photoreceptor in your camera. Example: a glint of sunlight that falls onto your unshaded objective lens from the side.
