You mean a few pieces of string hanging from a disk?
It is derived from the Cow Weather Forecaster which is a picture of a cow with a piece of string for a tail. That has directions printed on it that go roughly as follows:
If there is a shadow of the string, it is sunny.
If the string is hanging straight down, it is calm.
If the string is wet, it is raining.
If the string is waving then it is windy.
If the string is gone, it is very windy.

This of course was derived from the hunter picking up grass and throwing it in the air for a better judgment of the wind before stalking the beast and firing the arrow, a technique you will still see used by the video broadcasts of great athletes stroking the white spheroid into the distant cup.
