The word does imply dark or brown skinned and also non white. but it was coined by the spanish to describe the moors the rules Spain for over 900 years.
The Moors were from Morocco in North africa. Most of north Africa was know as Morocco then. it included Tunisia, Algeria, the Sahara down to Mauritania.
Therefore, Moreno means to take on the complexion of the Moors.

Moreno has different meanings depending on the area. When I learned Spanish at the university, we learned it as "brown-haired," or brunette. I described myself as morena back then.
But when I married into a Mexican family I learned that for them it meant only dark-skinned, so I had to stop using it to describe myself, because I am fair-skinned, and it did not make any sense to them.
I have occasionally heard Mexicans use it to describe people of African-American descent, but this is more to be politically correct than to describe their skin color, which is commonly called simply "*****." Mexicans even call people with light brown skin "moreno-claro." In NO way is it an insult in Mexico to use the term moreno. In fact, I had to get used to them calling people moreno, or güero (light skinned), or many words which I would never use in English, but were perfectly acceptable to use in Mexico, like gordo and flaco.
Now I am married to a Spaniard, and for him, moreno means brunette!! Even so, since we live in an area of the US where the Hispanics are primarily from Mexico or of Mexican descent, I still use moreno/morena for skin color, and not hair color.

moreno could mean the same in spanish as it is in filipino since the philippines as a country was under spanish rule for 300 years...means a little dark skinned but not very!...:)
