I am in middle school and I am studying realy hard and trying to get my grades up but I can't my parents can't afford a tutor but they said if I REALY need it I could have it but I don't know what should I do I spend hours and hours studying for tests and I am not sure how to improve!

It depends on the scoreing system

when i was in school ( 20+ years ago ) our school said 90% was A, 80% was a B. My Sister now teaches at a privet school where students nead a 95+ to get an A.

personly i would have loved to have gotten A's and B's in school .. i was a low b student mostly .. a few A's in easy class's and some c's in hard class's. and as you can tell, english and spelling is very bad .. quite often got a D

i would suggest forming a study group ( did this in collage and i know i boosted my grades up alot better then i would have gotten w/out it.
i'm sure there are other students in your class that would like better grades also ( even the really smart students tend to go for these ). offer to form a study group for those class's you feal a bit weak on, get the other students together after school and work on the subject for 1/2 hour to an hour, all disscusing what problems are going to be on the test, and giveing eachother help.

the exp. in college i got in with the history study group ( a very poor subject for me, one of those C classes ) we got together once a week to talk about what we thought the proffesor would have on the test, and to make sure we all had the notes right. i walked into the final test and came out of there with a solid A. infact 7 in our group of 8 got a A , 1 got a B ( and to think she only came to 1/2 the meatings , see ). i would have never gotten such a grade w/out the study group.

a study group is a cheep way to get tutoring.. and to even be a tutor to other becouse you all share knowlage.

If you can afford it, hiring a private tutor for one-on-one tutoring is the best way to go. However, if money is an issue, you can opt for online tutoring instead. Try some online tutoring services like:

1) http://www.tuitionplaza.com/tutoring/ - tutoring by retired teachers and volunteers (free)

2) http://www.tutor.com - tutoring by professional tutors (not free)

3) ... and many more (use search engine).

its ok to be a B student, not everyone is meant to be an A student, it is good that you are trying to do better, but that is all that you can do. if you try your best, that is all you and your parents can ask for. (really has two l's :) )
