Okay so it still works perfectly after a day of letting it dry, and using the blow dryer. However, the screen is all blotchy and it looks like its scratched almost? It also looks like theres drops of water frozen inside of it...
Is this permanent damage or is it just water and will it find its way out?!

Okay... so great your phone started working again. Don't start counting your blessings just yet! If there is water in the screen it may take quite a while to evaporate but that is not really your whole problem.
I have never seen a cell phone that has been submerged and then started working again last more than 6 months. Once those electronics have had water on them it starts the oxidation (rust/corrosion). Your phone may be working now but don't count on it lasting very long. I'd start saving my money for a new phone when that one goes out

Probably will end up with some problem as it is doubt full all the water will evaporate out.
Is the reception " Crappy"?
