Buckingham Fountain at night is tres fab! If you time it just right you could ask just before dark when the fountain lights up so that her answer is accompanied by "fireworks"

A great proposal spot would be the top of the Hancock building, the view is spectacular from the bar up there, especially at night, it's more upscale, not overly crowded, and a great spot for champagne.
If you are willing to travel a bit out of the city the Chicago Botanic Garden in Glencoe would be a beautiful spot to choose as well.

I have never been to Chicago either but I would have to say at the top of the Sears tower...that would be pretty amazing!
