Well, 12 is in fact the answer, and I am not the first to say so, but I'll take the 2 points anyway.
An inch pound of torque is the torque generated by 1 pound-force acting tangent to a 1 inch radius, a foot pound is the same with a 1 foot radius, since there are 12 inches in a foot, 12 inch pounds equal 1 foot pound. It is a simple as that, no weird math involved.
