The threat of prison if they didn't. It was effective until we got into an illegal and immoral war. Then it lost its effectiveness. Many people opted for prison or leaving the country rather than die in a foreign land for a cause they did not believe in. Sounds a bit like Iraq.

I agree the draft was the Army's main tool to persuade young ment to join. The draft also assisted the other services as a lot of individuals would join the Navy to avoid the Army.
