i am a HUGE flirt when i really like someone. & i flirt with this guy and he seems to have moodswings. one second hes laughing and playfully hitting me and the next, he cant look me in the eye and he just shuts up. i dont know. did i mention he has a gf? but he likes me and says he wants me but cant do anything about it.

That makes a big difference. You say he already has a gf-sometimes he enjoys your flirting, and other times he doesn't.
How serious is he about this girl. I't's possible he is interested but can't make up his mind, and hasn't figured out how to have both. The other possibility is he enjoys the flirting(the kind that doesn't go anywhere) but shuts down when he feels guilty or that things are going too far. I'd say back off on the flirting, keep it friendly but nothing more-wait until he ends the relationship with his current gf.
If you want him to come after you the last thing to do is throw yourself at him. You can let him know you're interested in him without seeming like you're an easy mark or a sure thing. You have to keep some mystery about you yet hint that there's something special he'd be a fool to miss out on (confidence-sure of yourself-like you have a secret you'd love to share but if he doesn't want to know it's his loss)
Oh forget it. It's too hard to explain this type of flirting. If you don't understand it already don't think it can be taght.

Body language, if he doesnt smile then its likely that he isnt really gettin in the mood. That doesnt mean he is annoyed by it.
Experience will tell you the difference

When he doesn't even want to look at you when you try to talk to him, when he doesn't smile with you or your jokes and he doesn't care much for what you say.
