WHAT you're asking isn't rude, but HOW you ask might be.
If you yank open the door and tell them to shut the f*** up and get lost.... that would be rude.
If you open the door and act all sniffy and say "SOME of us are trying to enjoy our meal/movie/peace&quiet/etc!"... that would be rude.
But if you open your door and calmly say, "Excuse me, neighbors, would you mind taking your conversation inside, or lowering your voices a bit? The sound really carries here."... that's not rude, that's perfectly polite. =)

It's rude of them to be so loud in the hallway that they disturb others. It's more than OK to ask them, politely, to either lower the decibel level or take their conversation into their own apartment.
Your building may even have rules about this. Check and if necessary, if this continues, file a complaint.

I agree- some people may be touchy about this. I guess it depends on how you approach it. You could try saying, "I can hear everything you are saying. Can you lower your voices, please?"
Do you have small children? If so, you can say, "the kids are sleeping, I need you to keep your voices down. Thanks so much!"
If you are polite and ask nicely, hopefully, they will either quiet down or move.

And, no, it's not rude to ask people to be quiet- if you shout at them and try to humiliate them, then, yes, it's rude.

It's rude if you yell at them and say "Shut the hell up!"
But, if you go out and ask them to go somewhere else, that's not bad.
You could join in on their conversation and yell out comments from your couch. That kind of rudeness will get them to move & be funny.
