Lucifer, Gabriel and Michael were the three archangels; he was cast out of Heaven with the third of the angels assigned to him, when he tried "to ascend to the throne of the Most High God."
God created archangels, angels and mankind with free will. God, being omniscient, knew what Lucifer, who became Satan, would do, *before* he did it. God also knew that mankind would disobey; but He not only allowed Satan to deceive Eve and allowed Adam to *chose* to disobey, He also sent His Only Begotten Son, born of the Virgin Mary, to lead a sinless life and redeem "whosoever" freely chooses to believe in Him to have eternal life! God, the Father, God, the Son, and God, the Holy Spirit preexisted before Creation.
Satan is the "Prince of the Power of the Air" and the lord (small "l") or god (small "g") of the earth, for a season (of indefinite duration, known only to God, the Father). Hell is intended for the devil and his demons (fallen angels), not mankind. Satan will *not* rule there, but instead be tormented there forever and forever. The greatest torment will undoubtedly be eternal separation from God!
When Jesus ascended into Heaven to be with God, He sent the third Person of the god-head, the Holy Spirit to be with redeemed people until God, the Son, returns to set up His Millennial reign on earth.

God gave Lucifer the power to rule over hell and tempt humans. Nobody even Lucifer can do anything to us without God's approval. Lucifer was one of the top angels but he got pridefull and wanted to be like God. God banished him and the other bad angels to hell. God allows Lucifer to tempt people's faith. Lucifier loves it because he can make us unhappy and he wants to show God that we don't really care. But nothing in heaven, earth, or hell happens without God. In the end, God will throw out Lucifer for good and there will be no more sin or temptation or any of that.
What I think is that we should not focus on the real satan himself. But we should focus on where is the satan inside of us and try to banish him from us. We should focus on the evil inside of us and fix it.

Lucifer and Satan are not one and the same.
The bible mentions the word Lucifer one time.
Isaiah 14:12 "How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations!"
Reading the context you will notice that this is a speech directed at an evil king. Why was the king called Lucifer and son of the morning? In that particular region, the planet we now know as Venus would appear as a bright blue star during the early morning. This morning star was considered beautiful due to its color. The word Lucifer was a term for beauty, so the star was sometimes called Lucifer. The king must have thought of himself as a beautiful person. The angry speech toward him was a bit of a mockery, calling him a beautiful star. Why does the verse say he fell from heaven? The heaven he fell from was his kingdom. He was dethroned.
Why the relation to Satan?
Luke 10:18 "And he said unto them, I beheld Satan as lightning fall from heaven."
Put these 2 verses from 2 different chapters of 2 different books together and mix with ignorance and the end result is a myth where Lucifer was the name of Satan when he was an angel in heaven, but due to his pride (pulling from the story of the dethroned king) he was cast down from heaven like lightning.
With a bit of enlightenment, your question has become null and void.

There is no angel named "Lucifer." The text in the "Old Testament" which talks about "Lucifer" is actually a rather gross mistranslation of the Hebrew "Day-star, son of the morning!" and is referring to the king of babylon.
As for the question about evil existing before this "Lucifer," G-d created everything, the good AND the bad, including evil. Read Isaiah 45:7.

Lucifer was another name for the king of Babylon, not Satan the Devil.
Jesus is the one who fought Satan and his demons and cast them to the earth in 1914.
Satan the Devil enticed other angels to "look" at the daughters of men in an unnatural way. That is why they forsook their proper dwelling place and took all the women they wanted.
Jehovah did not create Satan as a wicked angel. Satan which means rebel, turned his own desires for worship as a god and took that worship away from Jehovah.
Jehovah can at any time destroy Satan, but that would not answer the question Satan raised in the Garden of Eden.
That being of Universal Sovereignty.
So I hope this helps you to understand, Lucifer was the name for the King of Babylon, not Satan the Devil, and to understand how Satan earned his name.

Lucifer was the star of the morning, one of the archangels, on par with Michael, Gabriel, Raphael, and others. All of them had "powers" if you must call it that but only Lucifer challenged the way things were. God set him away but did not destroy him, anymore than parents destroy their bratty kids. He'll deal with Lucifer someday.

He was the guardian of the earth's rarest minerals, he was the most powerful angel, and was luminous one, excluding our Lord Jesus Christ of course. He was tasked to guard the humans as well so we would do anything that could harm ourselves. He was envious of us. The result: he separated himself from the Holy Spirit which caused his envy to grew into a full blown hatred. Without the Holy Spirit sinful thoughts have no limits. He believed if he have Adama and Eve to sin then God would hate them, destroy them, and the Earth would be given to him and eventually he would grow in might and be destroyed. He was not a serpent but Moses used imagery to explain what happened in the Garden of Eden. He did not expect to be blamed for Adam and Eve eating from the fruit of the Tree of Knowledge and was cursed physically be bound to Earth, however he his spiritually allowed to roam free and test men. He cannot fathom living in an eternity in the Lake of Fire. So he is inpiring men to grow knowledgeable in tech and weapory to destroy Christ and his Angels at the end of the Great Tribulations. In otherworlds, "throw everything we got at him and maybe I'll be free. If not I taking everyone with me to the Lake of Fire".

I will give you a bible verse about Lucifer: Isaiah 15:12
How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations!
13: For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north:
14: I will ascend above the heights of the clouds; I will be like the most high.
15: Yet though shall be brought down to hell, to the sides of the pit
16: They that see thee shall narrowly look upon thee, and consider thee, saying, Is this the man that made the earth to tremble, that did shake kingdoms;
17: That made the world as a wilderness, and destroyed the cities thereof; that opened not the house of his prisoners? Then I will skip a couple of verses and it goes on to say
20:THou shalt not be joined with them in burial, because thou hast destroyed thy land, and slain thy people: the seed of evildoers shall never be reowned.
So he was cast out of heaven for his jealousy of God and wanting to be God. Yes there was a battle because he took angles with him and if I find that verse I will give it to you. Jesus said though that he saw lucifer fall from heaven like lightening.

Lucifer is the Planet Venus.
It's a story like the ones made up about the Constellations.
It doesn't mean anything except to gullible superstitious people who don't comprehend anything.

If the devil is evil and God made the devil doesn't that mean God has an evil side? That would sure explain natural disasters.
