Communities created punishment to keep order in their midst. If you take something from someone else you get X punishment. Ever hear of Hamurabi's code? The 10 commandments were based off of it, BTW.
What a silly question. If all these people believe that everyone gets their just deserts in the afterlife then why do we even bother with jails? Let the murders run free and god will deal with them later. See how long that plan lasts.

Why would a being who needs nothing to complete his perfection, have any need to punish? Do you really think that it would be possible to "offend" a being that is totally perfect, has no need for either your approval or your worship and you cannot harm? Do you think that it "hurts" god if you don't go to church?
God has no need to punish if god is omnipotence. You cannot hurt him in any way, neither can you do him any good, neither can you anger him.
As far as people being "sent" to hell and all that, the answer is that people choose hell, not that god sends them there. That's one of the things that you need to "interpret" in your bible. Otherwise, it makes no sense.

Well when real empirical proof shows me a deity is real then I will think that the ability to punish may apply to them, until then it is a duty of the secular world set, at least in my country, by a jury of one's peers.
