i have looked on the dept of taxation and the dept of revenue but have not had any luck

I hope there is no way to get that information on-line. The phone number below is from the VA Department of Revenue website. They should be able to help you.

Actually, if you owe a lot you maybe able to find out on the web. Some states post the tax delinquency payers on the websites. Just so happen that Virginia doesn't post Individual taxpayers but just businesses. Take a look http://www.tax.virginia.gov/site.cfm?alias=DelinquentDebtors.
You can also just call the state of Virginia and find out yourself. They will need your Social Security number and your current address.

If you never filed a return for the year in question, no one will have the information on how much you owe. If you filed, use the phone # provided by one of the other answers.
