am given microcontroller as my final year project to get B.TECH elect/elect.i have just $37 to spent for the project

If you just buy the chip "dirt cheap", you still need the board and peripheral components, the programming software, the cable between computer and your board.....
Why not go for a complete starter pack, like

It costs US$26.-- (within your budget), you have everything you need, and the programming is ever so simple, you can even use a flow chart and the software converts it into a program for you!

Start with a PIC 12F675 uController (from microchip, corp in Phoenix, AZ) simply because it's dirt cheap ($1.25.ea) and it has a 10-bit analog to digital converter on the chip. You might also take a look at some of their circuit ideas at microchips website for ideas.

Maybe a heater to keep an oscillator crystal at
60°C? An inexpensive, 3 wire temperature sensor (with an I2C interface protocol) is only a couple of dollars.

Are you supposed to design a microcontroller on an FPGA board? Or are you supposed to buy a microcontroller and then use it in some way? Please expand.
