Of course the baby Christian needs to trust Father God enouph to give their voice to Gods control. And praise God outloud in faith/trust.

Also, because it is the first of the gifts of the Holy Spirit?

I am not saying that only new Christians speak in tongues. Some people stay baby Christians a long time. And they are afraid to praise God aloud & let the Holy Spirit give this gift. But speaking in tongues is the first of the gifts & it is trusting God with our voice & with that, praying in the spirit builds up our most holy faith, and other gifts are given. Discerning of Spirits, Prophetic gifts, etc. It is al part of maturing in Christ and handling greater gifts.

all the gifts are important.
When a person prays in tongues they understand how great it is.
Like salvation, if someone never received it they may not understand.

No, it isn't "baby talk". The Bible describes the speaking of "unknown tongues", but not as a form of indeterminable gibberish. These tongues are real languages that God uses interchangeably among men and women He chooses to edify the speaker, send a message to a local body of believers and etc. The reason it's delivered in an "unknown tongue" is so that it can be proven in the SPIRIT to be a message from God. In other words, suppose someone who's never had a German lesson in their life begins speaking in German under the influence of the Holy Ghost. Any German-speaking people present would be able to interpret the message, for the Scripture says, "Let there be an interpreter be present and if there isn't one present, let him (the speaker) keep silent." Also, if there's no German speaking person present, another SPIRITUALLY led person can interpret IF God has truly sent the message and IF the message is for the body of believers present.

If that were true why would christians have used "speaking in tongues" as a reason to persecute so-called 'witches' and use it as a reason to try and exorcise people?

No, it's crowd-induced psychosis, actually.

The Beatles and Elvis achieved a similar effect at their concerts with the young girls.
