Can a spouse"sign over" her CGT allowance to her husband?

No, you can't transfer your CGT allowance to your spouse, you have to divide your assets so that you each own items up to the CGT limit. My parents have done this so that the house is on one of their names and the shares and valuables are in the other one's name.

Yes you actually have to transfer the assets, no you cannot transfer allowances.

However since she will then immediatly sell the assets (in order to cause a Capital Gain and thus make use of her allowance), what's the problem ?

No, tax allowances are personal and you cannot transfer them to any one else.
