I think it is used as:
!Que linda! and basically means "How charming!" or "How cute!" when you see something really cute. You can use it to describe a pretty girl, or a kitten, or a child doing something funny... depending on your inflection, it's kind of a catch-all for anything charming.
I don't speak Spanish, but my cousin was saying it a lot when she came back from South America.
