I have asked people to send me pitures of them self. Do I need to tell them that the pictures might be published?

Can you? Yes.
Is it a legal liability? Possibly.

Without knowing what your publishing, more importantly, how you're using the images the answers you will get will be half-hearted, at best.

If it's any kind of commercial exploitation then it is most likely a major liability.
...If it's a commercial publication...consult an attorney.

I think you only need to tell them if you are planning on making money off of it. Then you would need their permission. Why would you use someones elses pictures? It sounds like it may be illegal!

No. Receiving something in the mail doesn't give you publishing rights.

Get their permission in writing. You will save a friendship and a lawsuit.

you have to ask for permission if the photos they are sending you are copyrighted
