I guess it depends.
I think there are many things that, though not technically wrong or immoral, are just not worth the harm they do to someone else.
I have this quote on my fridge:

Yes and no. To ridicule is to apply malice of some sort onto the subject. Ridiculing can generally only be applied to someone or thing that is alive or was alive. Accordingly, to due such a thing would be cruel and hurtful - hence, it is wrong.
Your second question though is different. It is okay to laugh at something that is laughable. In fact I would go as far as to say that such laughing should be encouraged. However, the caveat that I would throw out there is that laugh-ability is subjective and as such not all will agree that the subject/thing in question is laughable.

"Laughable" & "ridiculous" are objective words. I mean, I find people who reject the Creator as being laughable & ridiculous. I guess they find me the same way.
I guess it all comes down to who gets the last laugh.
Oops...If they are right, I wont be laughing, but neither will they.
If I am right however, I'll get that last laugh, but they still wont be laughing.
See why I find those people laughable & ridiculous. If they lose, they lose. If they win they still lose.
Ha ha ha aren't they funny!!

Depends on the circumstance. As with most things, you must use your judgement. Have you ever laughed after hearing a story of someoen who died doing something insanely stupid? Probably. Would you laugh about it at their funeral? Probably not.
Also, assuming you're asking whether or not to justify laughing at others beliefs, do it all you want, when not in their presence. When you are in their presence (or forums) you should respect their beliefs.

It's often wrong not to. A little gaffe should get a light ribbing, or a glance that says, "Did you hear what you said?" Outright hypocritical ignorance should be exposed, laughed at, cut into, and laughed at again.
