Two minutes past 7 in the evening.

Lots of people find the 24 hour clock hard to understand.

If the hours number is bigger than 12, then subtract 12 - and you have the time in the afternoon/evening.

Practice it a few times. You will be soon talking '19:30'

19:02 is 7:02pm military time is just a 24 hour clock with midnight at 0 hours and noon being 12.

1300 - 1pm
1400 - 2pm
1500 - 3pm
1600 - 4pm
1700 - 5pm
1800 - 6pm and so on..
